Purpose 

For every new installation, extension or major modification assurance is required that upon handover the installation complies with all relevant rules and regulations and the documented proof thereof is available.  

Background

Projects may be executed via a contract by third parties or under client's own supervision. With a contractual project agreement the electrical installation responsibility lays with the contractor while under own supervision the responsibility lays under the client's responsibility. For projects a vice project responsible is designated and must have the approval of the Installation Responsible. Under client's supervision the designation lays directly with the Installation Responsible.  

Upon commissioning of an installation, the responsibility for safety and compliance is transferred from the project manager to the operator. For the electrical installation the Installation Responsible must accept the installation responsibility that upon handover electrical safety is guaranteed. 

For this Installation Responsible has to:

• approve the design against safety and risks acceptance criteria;
• approve the verification plan 
• execute verification points 
• commission the electrical installation

For extension and major modification integration

Field of application

New installations
For new installations there is no integration with an existing infrastructure but the connection to the power supply company. The design is the starting position. If the client possesses more facilities elsewhere attention should be given to general company regulations.  

Extension
An extension adds a new functionality to an existing installation. For extension of installations integration of the new facility into the existing grid is important. Selectivity, settings, load and design harmonisation is to be considered. 

Modification
We need to distinguish major and minor modifications. For major modifications the client needs in concerto with the Installation Responsible set a definition. This definition is based normally on a minimum budget. This budget needs to be defined in order to initiate a project. 
Minor modifications are part of operation and maintenance for which a procedure "management of change" is applicable.  

Execution

Design
Timely the Installation Responsible needs to be informed about the intention of a project and informed about the crucial design stages. Crucial design stages concern the execution plan, the detail engineering and the procurement. For the electrical design is a formal acceptance document applicable. 

Project start
Upon selection of an electrical contractor the following actions are required:

• presentation of a acting project installation responsible
• presentation of a verification plan 
• presentation of control sheets
• presentation of a procedure management of change

which need to be approved by the Quercus installation responsible

Installation
It is up to the Installation Responsible to decide on the extend of project involvement. 
It may vary from site visits, continuous presence and the deployment of a commissioning team. 
All depends on the experience of contractors with project management

Handover of installations and transfer of installation responsibility
Handover of the installation has to be to the satisfaction of the Installation Responsible.
Critical control factors are:

• documented proof of compliance
• information readiness for operation and maintenance
• As-built documentation

For temporary power a specific procedure is applicable.
