Risk factors for the Installation Responsible

Installation responsibility concerns the path to conformity and integrity of the electrical installations. This is a continuous pursuit of control and control. If an incident or accident occurs, this requires corrective measures. This is a continue process.
A PDCA circle that is affected by risks of:
  • non-conformity in the realization of installations,
At the time of delivery of an installation, documented proof must be provided that the installation meets the requirements of conformity and has been tested. The installation manager takes over the responsibility for conformity from the project managers. Involvement during the realization of a project by the installation manager is essential.
  • Non-conformity during stops
what adjustments take place during a stop. A playbook serves to map changes with the impact. The script requires the approval of the installation manager.
  • unclear objectives
The policy of the organization must be widely supported by all employees involved in the realization and operation of electrical installations. The chain is only as strong as its weakest link. Support from the driver is essential.
  • third parties
Third parties involved in the realization and business operations must meet the requirements of the installation manager and demonstrate conformity and integrity. This applies to the hiring of personnel where the employer must provide a guarantee of competence and behaviour and when outsourcing work where the supplier must demonstrate that it will meet the requirements of conformity. The agreement requires approval from the installation manager.
  • maintenance
With maintenance, the installation manager must ensure that the integrity of the installations is maintained. Special attention should be paid when resolving malfunctions that no unauthorized changes take place. Maintenance concerns first- and second-line maintenance, first- and second-line troubleshooting, carrying out inspections, performing modifications and other matters relating to electrical operations.
  • service
Clear protocols and procedures must be laid down for operating the electrical installations. Think of switching letters and securing installation parts during work (lock-out / tag-out).
In the figure below, the risks for the plant manager are defined in an Ishikawa diagram.

Brief description of the risk factors that affect compliance.

  • Project Management
Project management starts with the design of the installation followed by the installation of all components.
We distinguish the following critical control factors in which the installation manager must be involved:
    • Detail engineering and procurement
    • Contract of employment
    • Materials control
    • Installation
    • Commissioning
  • Changes and stops
During the operation phase of an installation, configuration changes can occur, such as modification, expansion, or optimization. Stops are planned for major maintenance or work that cannot be carried out during normal operation.
We distinguish the following critical control factors in which the installation manager must be involved:
    • Design review
    • Management of change
    • Safety management
    • As-built
    • Integration
  • Business goals
The company's vision, mission and strategy are the foundation of performance. To what extent is the company driven by performance and supports the installation responsibility in electrical safety.
We distinguish the following critical control factors in which the installation manager must be involved:
    • Competency management
    • Maintenance strategy
    • HSSEQ Policy
  • Third parties
Service, operation and maintenance of installation parts outsourced to third parties must be checked. Stakeholders can also influence the functioning and safety of the installations.
We distinguish the following critical control factors in which the installation manager must be involved:
    • Contracts and contractors
    • Stakeholders
    • Recruiters
    • Legislator
  • Maintenance
Maintenance must be controlled for the integrity of the installation. This means that changes to the installation configuration and setting are not allowed without the acceptance of the responsible expert.
We distinguish the following critical control factors in which the installation manager must be involved:
    • Implementation of change management
    • Troubleshooting
    • Distinction of maintenance-worthy items
    • Maintenance strategy
    • Carrying out inspections
  • Operation
The installation is used for its intended purpose. Crucial is who is allowed to do what and whether the employees are trained for these assigned tasks.
We distinguish the following critical control factors in which the installation manager must be involved:
    • Lock-out Tag-out procedure
    • Electric switching
    • Reset installation
    • Use of electrical appliances
    • First-line troubleshooting

For all critical management aspects there is a procedure whereby personnel who carry out electrical work must adhere to it.

Based on the risk factors, an audit plan should be provided.
